Supporting Armenia’s Journey Toward a Digital and Patient-Centered Health System
Vickino is proud to announce its selection as a technical advisory partner supporting the Ministry of Health of Armenia in advancing the country’s digital health transformation agenda.
The assignment is being implemented through an international technical assistance project financed by the Asian Development Bank (ADB) and funded by the Japan Fund for Prosperous and Resilient Asia and the Pacific (JFPR), financed by the Government of Japan. Vickino is delivering this work in consortium with IQVIA, one of the world’s leading healthcare analytics and consulting organizations.
Over the next two years, the project will support the Ministry of Health in accelerating key digital health reforms that are essential to improving healthcare quality, accessibility, efficiency, and patient experience across Armenia.
Armenia’s Healthcare Reform Agenda
Armenia is currently undertaking one of the most ambitious healthcare reform programs in its recent history. The government is implementing a series of strategic reforms focused on:
- Universal Health Insurance (UHI)
- Primary Health Care (PHC) strengthening
- Quality of Care (QoC) improvement
- Digital Health (DH) transformation
These reforms aim to create a more equitable, efficient, and sustainable healthcare system while improving health outcomes for the Armenian population. The digitalization of healthcare services is recognized as a key enabler for achieving these national objectives.
About the Project
Vickino was selected through an international competitive procurement process managed by the Asian Development Bank.
The project will run for two years and focuses on three strategic digital health initiatives:
1. National Digital Health Capacity Building
Supporting healthcare professionals, administrators, and policymakers through structured digital health training programs designed to strengthen national capabilities and accelerate digital adoption.
2. National Patient Portal
Supporting the improvement of patient-centric national digital patient portal that will allow citizens to better access health information, engage with healthcare providers, and become active participants in their healthcare journey.
3. National Telemedicine Program
Supporting the development of Armenia’s national telemedicine framework and pilot initiatives to improve access to healthcare services, particularly for underserved and remote populations.
Together, these initiatives will contribute to a more connected, data-driven, and patient-centered healthcare ecosystem.
Understanding the ADB Healthcare Reform Program
The digital health advisory project forms part of the broader Health Care Quality Improvement Program financed by the Asian Development Bank.
In November 2024, ADB approved a €45.31 million (approximately US$50 million) Results-Based Loan to support Armenia’s healthcare reform agenda. The program is aligned with the Government of Armenia’s health sector priorities, including quality improvement, healthcare infrastructure modernization, workforce development, digital health, and telemedicine.
Unlike traditional development loans, this financing follows a Results-Based Lending (RBL) approach.
Under this model:
- The Government of Armenia implements agreed reform activities.
- Specific Disbursement-Linked Indicators (DLIs) are established.
- Independent verification confirms achievement of the results.
- ADB disburses financing upon successful verification of these outcomes.
This approach ensures accountability, transparency, and a strong focus on measurable impact.
The Role of Technical Assistance
To support the successful achievement of these reform targets, ADB has mobilized technical assistance funded by the Japan Fund for Prosperous and Resilient Asia and the Pacific.
Through this technical assistance mechanism, Vickino and IQVIA provide specialized expertise, international best practices, implementation support, and capacity-building services to help the Ministry of Health achieve its digital health objectives and broader healthcare reform goals.
